POSITION SCOPE:
The Health, Safety, and Environment (HSE) Officer is responsible for developing, implementing, and maintaining health, safety, and environmental systems to ensure compliance with legal requirements, organizational standards, and good international industry practices (GIIP). The role focuses on avoiding or minimizing risks, promoting a safety culture, and ensuring that all project activities during construction and operation phases align with environmental and occupational safety and health (OSH) regulations. The HSE Officer will work closely with employees, engineering procurement and construction (EPC) and operation and maintenance (O&M) contractors, and stakeholders to identify hazards, implement safety measures, and promote environmental sustainability within the organization.
JOB DESCRIPTION:
HSE Policy Development and Implementation:
- Develop, review, update, and enforce comprehensive Health, Safety, and Environmental (HSE) policies, procedures, and guidelines aligned with company Environmental and Social Management System (ESMS), applicalble national standards and GIIP, including IFC Perf.
- Ensure all operational activities comply with Philippine laws, Department of Environment and Natural Resources (DENR) regulations, Department of Labor and Employment (DOLE) OSH Standards, applicable industry codes, and internal company policies.
- Promote continuous improvement of HSE management systems across all sites and business units.
Risk Assessment and Management:
- Conduct regular hazard identification and risk assessments for all workplaces, projects, and activities.
- Develop and implement risk mitigation and control measures to eliminate or minimize identified hazards.
- Monitor and evaluate the effectiveness of safety controls and recommend improvements where necessary.
Training and Awareness:
- Design, implement, and facilitate HSE training programs for employees, contractors, and consultants.
- Ensure proper induction and refresher trainings covering:
- Occupational safety and health practices
- Emergency preparedness and response
- Environmental protection and waste management
- Promote safety awareness campaigns to strengthen a proactive HSE culture.
Incident Management and Investigation:
- Establish and maintain systems for recording, reporting, and investigating accidents, incidents, and near‑misses.
- Lead incident investigations, identify root causes, and develop corrective and preventive action plans.
- Monitor implementation of corrective actions and evaluate their effectiveness.
Compliance Monitoring:
- Conduct routine HSE site inspections, audits, and compliance checks.
- Ensure compliance with permit conditions, environmental clearances, and operational safeguards.
- Maintain accurate and up‑to‑date HSE documentation, records, and reports for internal reviews and regulatory audits.
Emergency Preparedness:
- Develop, implement, and regularly review Emergency Response and Preparedness Plans (ERPP).
- Organize and oversee emergency drills (e.g., fire, chemical spill, natural disaster scenarios).
- Ensure proper availability, inspection, and maintenance of emergency equipment and facilities.
Environmental Sustainability:
- Monitor and manage the environmental impacts of company operations, including emissions, waste, water, and energy use.
- Implement sustainability initiatives to support climate mitigation and responsible environmental stewardship.
- Ensure proper waste segregation, handling, transport, and disposal in compliance with environmental regulations.
Stakeholder Engagement:
- Collaborate with management, employees, contractors, and partners to promote a strong safety and environmental culture.
- Act as the primary point of contact with regulatory authorities, local government units, and relevant stakeholders on HSE and environmental matters.
- Support management integrating HSE considerations into business planning and operations.
Reporting:
- Prepare and submit regular HSE and environmental performance reports to management.
- Maintain comprehensive records of:
- Trainings and certifications
- Inspections and audits
- Risk assessments
- Incident investigations
- PCO and environmental compliance documentation
- Identify opportunities for process improvement and recommend initiatives to enhance HSE performance and regulatory compliance.
POSITION HOLDER REQUIREMENTS:
Formal Qualifications:
- Bachelor’s degree in environmental science, Engineering, or a related field.
- Proven experience in a similar HSE role.
- In-depth knowledge of local health, safety, and environmental laws and regulations.
- Strong understanding of risk assessment and management principles.
- Excellent communication and interpersonal skills.
Experience, Skills and Knowledge:
- Relevant HSE certifications (e.g., NEBOSH, IOSH, OSHA, or equivalent).
- Experience in conducting HSE training and awareness programs.
- Proficiency in Microsoft Office and HSE management software.
- Strong analytical and problem-solving skills.
