POSITION SCOPE
The Operations & Maintenance (O&M) Engineer / HSE is responsible for ensuring the efficient, safe, and reliable operation of the solar power plant. The role focuses on monitoring system performance, carrying out preventive and corrective maintenance, troubleshooting operational issues, and optimizing overall plant performance.
For the HSE function, the role shall also serve as the designated Pollution Control Officer (PCO), responsible for ensuring full compliance with environmental laws, DENR regulations, permit conditions, and reporting requirements. The O&M Engineer / HSE works closely with engineers, technicians, contractors, and regulators to uphold high standards of safety, environmental compliance, and operational excellence across the solar facility.
JOB DESCRIPTION
Operation and Maintenance
- Monitor the performance of solar panels, inverters, substations, and other critical components using monitoring systems such as SCADA, FusionSolar, and similar platforms to promptly identify and resolve issues.
- Perform scheduled preventive maintenance and emergency corrective maintenance, including inspections, testing, repairs, and replacement of faulty equipment, to ensure optimal plant performance and minimal downtime.
- Analyze system efficiency and implement improvement measures to maximize energy yield, including panel cleaning schedules, system setting adjustments, and recommendations for equipment upgrades or enhancements.
- Respond to unexpected incidents or system failures and implement corrective actions and contingency plans to restore operations safely and efficiently.
- Maintain accurate and complete records of maintenance activities, operational performance data, incidents, and corrective actions.
Reporting and Compliance
- Prepare, review, and submit regular operational, maintenance, and compliance reports to Head Office, NGCP, and relevant government regulatory agencies.
- Coordinate with internal teams and external stakeholders to ensure timely submission of required reports, permits, and certifications.
- Support audits, inspections, and regulatory visits related to operations, safety, and environmental compliance.
Coordination and Communication
- Collaborate closely with Project Management team, technicians, contractors, and service providers to ensure effective maintenance and repair works.
- Communicate plant performance, operational issues, and safety concerns to the immediate head and relevant departments.
- Assist in planning maintenance activities, outages, and resource requirements.
Systems and Technical Support
- Utilize monitoring, reporting, and data systems to analyze plant performance and support decision-making.
- Basic knowledge of project management principles and SQL programming/server administration is an advantage.
Health, Safety, and Environment (HSE)
- Serve as the designated Pollution Control Officer (PCO) of the solar power plant, in compliance with DENR rules and regulations.
- Ensure compliance with all environmental laws, ECC conditions, permits, and DENR reporting requirements, including but not limited to SMRs, PCO Annual Reports, and waste management documentation.
- Implement, enforce, and continuously improve health, safety, and environmental policies, procedures, and controls in accordance with company standards, O&M manuals, approved drawings, and applicable laws and regulations.
- Ensure all site activities are conducted safely and in compliance with HSE standards, including contractors and third-party works.
- Conduct regular site safety inspections, risk assessments, and toolbox meetings, and report hazards, incidents, and near misses.
- Monitor environmental performance, manage hazardous and non-hazardous waste, and ensure proper environmental controls are in place
- Coordinate with DENR and other regulatory bodies during inspections, audits, and compliance monitoring activities.
POSITION HOLDER REQUIREMENTS
Formal Qualifications
- Graduate of Bachelor of Science in Electrical Engineering.
- At least four (4) years of relevant work experience in operations and maintenance of power plants, transmission or distribution utilities, or industrial plants.
- Knowledge of solar photovoltaic systems, electrical systems, substations, and related equipment.
- Proficiency in SCADA systems and other plant monitoring and data acquisition tools.
- Strong troubleshooting and problem-solving skills, with the ability to work independently and collaboratively in a team environment.
- Excellent communication skills, strong attention to detail, and good documentation abilities.
- Proficient in MS Office applications (Excel, Word, PowerPoint) and AutoCAD.
- Must be a DENR-accredited Pollution Control Officer (PCO) or willing to undergo PCO accreditation/training.
- Willingness to be assigned and work on-site in Hermosa, Bataan
Experience, Skills and Knowledge
- Strong understanding of solar PV plant operations, maintenance, and performance optimization.
- Solid working knowledge of HSE and environmental compliance requirements, including DENR regulations.
- Ability to analyze system data and translate findings into actionable maintenance or operational improvements.
- Strong safety leadership and commitment to environmental stewardship.
- Effective coordination skills when working with contractors, service providers, and regulatory agencies.
